        Recommendation
: It is recommended that the City Council:
        (1)     
Find that the project proposed in the agenda report is exempt under the California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3), the general rule that CEQA applies only to
        projects which have the potential for causing a significant effect on the environment;

        (2)    Authorize a purchase order with Meridian Rapid Defense Group, LLC (DBA Meridian Rental Group) for 8 Anti-Terrorism Vehicle Barriers, trailer, and a hauler for an amount not-to-exceed $82,952.
        Competitive Bidding is not required pursuant to City Charter Section 1002(C) contracts for labor, material, supplies, or
services available from only one vendor; and
        (3)
    It is further recommended that the City Council grant the proposed purchase an exemption from the competitive selection process pursuant to Pasadena Municipal Code (PMC)

8.     APPROVE AND ADOPT THE 2020 WATER SYSTEM AND RESOURCES PLAN
        Recommendation:
It is recommended that the City Council:
       
(1)    Find that the proposed action is exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15262, Feasibility and Planning Studies; and
        (2)
    Approve and adopt the 2020 Water System and Resources Plan.

       
Recommendation of the Municipal Services Committee:
On September 28, 2021, the Municipal Services Committee (“MSC”) unanimously recommended the 2020 Water System and Resources
        Plan be adopted by the City Council. The MSC also recommended that Pasadena Water and Power Department (“PWP”) work closely with the Raymond Basin Management Board (“RBMB”) in
        developing policies, programs, and projects that address the safe-yield (amount of water that can be withdrawn from the basin without producing an adverse effect) and measures that would help the
        basin levels stabilize and recover.  PWP should provide updates to MSC every six months on progress achieved with Raymond Basin activities.

        (2)    Amend the Fiscal Year (FY) 2022 Operating Budget by appropriating $220,000 from unappropriated fund balance in the Supplemental Law Enforcement Fund 201;
        (3)    Authorize a purchase order with ShotSpotter for the purchase of a subscription to the ShotSpotter system which includes the necessary equipment, service initiation, onboarding and annual
        subscription fees in an amount not-to-exceed $640,000 over a period of three years. Competitive bidding is not required pursuant to City Charter Section 1002(f), for contracts for professional and
        unique services; and
