(1) AGREEMENT WITH STATE OF CALIFORNIA DEPARTMENT OF CALIFORNIA HIGHWAY PATROL FOR SUPPLEMENTAL LAW ENFORCEMENT Recommendation of City Manager: (1) Authorize the City Manager to enter into contracts with the State of California, which would authorize the California Highway Patrol to provide supplemental law enforcement services to the City for major Rose Bowl events and New Year's activities for a period of three years at a combined cost not to exceed $400,000 per year. The contract is exempt from competitive bidding pursuant to City Charter Section 1002(H), contracts with other government entities or their contractors. (2) Authorize the City Manager to extend these contracts for two additional years. 514k (2) CONTRACT AWARD TO R. G. WEST CORPORATION FOR PARKVIEW AVENUE SLOPE REPAIRS, YOCUM STREET TO WEST WASHINGTON BOULEVARD FOR AN AMOUNT NOT TO EXCEED $244,000 Recommendation of City Manager: Accept the bid, dated September 8, 2006, submitted by R. G. West Corporation in response to the Specifications for the Parkview Avenue Slope Repairs, Yocum Street to West Washington Boulevard, reject all other bids received, and authorize the City Manager to enter into a contract for a "not to exceed" amount of $244,000. Recommendation of Urban Forestry Advisory Committee: The project was presented to the Urban Forestry Advisory Committee (UFAC) as an informational item on August 7, 2006 due to the possible loss of an oak tree downslope of the construction zone. UFAC was concerned about the possible impact to the tree and asked staff to examine options to tree removal if it is determined that the tree is impacted. Staff believes that the tree will be minimally affected by the construction operations and will monitor the work to protect the tree's root structure. 745k
(3) RECOMMENDED AMENDMENTS TO SECTION 4.17.060 OF THE PASADENA MUNICIPAL CODE AND RELATED DOCUMENTS TO MAKE NECESSARY CHANGES TO THE LIST OF PARK AND OPEN SPACE AREAS TO WHICH RESIDENTIAL IMPACT FEES MAY BE EXPENDED Recommendation of City Manager: (1) Direct the City Attorney to prepare an ordinance, within 60 days, that will amend Chapter 4.17.060 of the Pasadena Municipal Code, maps associated with those sections and any related sections, to add one of the City's parks, amend the name of its newest park, correct a drawing number, and modify some of the maps referenced; and (2) Acknowledge that the recommended changes to Title 4 of the Municipal Code are exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines, Section 15378. 489k

(1) MODIFY THE ROLE OF THE UTILITY ADVISORY COMMISSION INTO AN ENVIRONMENTAL ADVISORY COMMISSION ADVISING THE CITY COUNCIL ON ENVIRONMENTAL PROGRAMS CITYWIDE Recommendation of City Manager: (1) Authorize the creation and establishment of a commission of the City to be known as the Environmental Advisory Commission in place of the Utility Advisory Commission; and (2) Direct the City Attorney to prepare an ordinance to amend the Pasadena Municipal Code to: (a) Create and establish a commission of the City to be know as the "Environmental Advisory Commission;" (b) Require that members of the Environmental Advisory Commission have qualifications that include: experience in at least one of the Urban Environmental Accords thematic areas or have professional experience in the environmental field; and (c) Adopt the purpose and function of the Environmental Advisory Commission as recommended in the agenda report. 1624k E.
