Manager to enter into a contract for a four-year term in an amount not-to-exceed

recommended that the City Council:

Find that the
proposed actions are not “projects” as defined in the California Environmental
Quality Act (CEQA), Public Resources Code Section 21065 and Section 15378(b)(4)
and (5) of the State CEQA Guidelines and,
as such, are not subject to
environmental review; and
(2)
Adopt by
resolution the City’s Fiscal Year (FY) 2023 – 2027 Capital Improvement Program
(CIP) Budget as summarized in Exhibit B contained in the resolution and any
changes passed by a motion of the City Council at
the May 2, 2022 meeting.

Commission
On March 1, 2022, the Recreation and Parks Commission
voted unanimously to support the Parks and Landscaping and Arroyo Projects

On March 8, 2022, the Northwest Commission voted
unanimously to support the projects located completely or partially in Northwest
Pasadena in the Recommended FY 2023 – 2027 CIP Budget, excluding the item for

Transportation Advisory
Commission
On March 24, 2022, the
Transportation Advisory Commission (TAC) voted unanimously to support the

On April 13, 2022, the Planning Commission found all
recommended new projects consistent with the General Plan.

Description of 710 N Transportation Corridor (Item A above)
For the purpose of this real property negotiation, the
710 N Transportation corridor is identified as three segments of Caltrans owned
property, 1) the ditch, 2) the “wishbone” connection of Pasadena Avenue and St
John Avenue, and 3) portions of the existing sidewalk on the both the east side
and west side of Pasadena Ave from Bellefontaine Ave to Columbia Street.
The Ditch
The ditch is identified as the Caltrans right-of-way
generally bound by Union Street to the north, Pasadena Avenue to the east,
California Boulevard to the south and St John Avenue and Havendale Drive to the
west. This area is identified as Segment 15 on the Relinquishment Area Map. This
area includes four bridge structures, Union Street, Colorado Blvd, Green Street
and Del Mar Blvd. This area does not include the two parcels with residential
and institutional tenants immediately north of California Boulevard.
The Wishbone
The wishbone is comprised of the
roadway and sidewalk connection of Pasadena Avenue and St John Ave generally
between Bellefontaine Street on the north and Wigmore Drive on the south. This
area is identified as Segments 11-14 on the Relinquishment Area Map.
It includes the existing roadway, sidewalk,
landscaping, utility area and unimproved areas of the transportation network
associated with the following Caltrans owned property:
