In order to facilitate public participation at meetings held solely by electronic means, the City will accept public comment in the following manner:

Public comment will be limited to a total of 20 minutes at the beginning of the meeting and will continue at the conclusion of the meeting, if necessary. Comments are limited to 3 minutes each, and the Mayor may limit this time if reasonable under the circumstances. The City Council may not discuss or take action on issues not on the meeting agenda, except that members of the City Council or staff may briefly respond to statements made or questions posed by persons exercising public testimony rights (Government Code Section 54954.2).

1.      AMEND EXISTING PURCHASE ORDER NO. 1220746 WITH CALIFORNIA METRO PATROL & EMS LLC TO PROVIDE SECURITY SERVICES AT THE JACKIE ROBINSON
         COMMUNITY CENTER

        
Recommendation:
It is recommended that the City Council:
         (1)
     
Find that the proposed action is not a project subject to the California Environmental Quality Act (CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and   
         15378 of the State CEQA Guidelines and, as such, no environmental document pursuant to CEQA is required for the project;

         (2)     
Authorize amendment to Purchase Order No. 1220746 with California Metro Patrol & EMS LLC (California Metro Patrol), increasing the value by $118,580 from $24,999 to a revised not-
          to-exceed amount of $143,570 and extend the term through June 30, 2022; and

         (3)     
Grant the proposed amendment to the purchase order with California Metro Patrol an exemption from the Competitive Selection process set forth in the Competitive Bidding and
         Purchasing Ordinance pursuant to Pasadena Municipal Code Section 4.08.049(B), contracts for which the City’s best interests are served. Competitive bidding is not required pursuant to City
         Charter Section 1002(F), contracts for professional or unique services.

2.      AUTHORIZATION TO AMEND CONTRACTS NO. 31829 AND 31830 WITH THE FID GROUP AND CONTRACT NO. 31831 WITH HOUSING WORKS TO ADD ADDITIONAL FUNDING
         AND EXTEND THE TERMS THROUGH JUNE 30, 2022

        
Recommendation: It is recommended that the City Council take the following actions:

         (1)      Find that the recommended action is exempt from the California Environmental Quality Act ("CEQA") pursuant to State CEQA Guidelines per Section 15061(b)(3), the “common sense”
         provision that CEQA only applies to projects that may have an effect on the environment;

         (2)
     
Authorize the City Manager to amend Contract No. 31829 with The FID Group to increase the total contract value by $48,593 for a not-to-exceed amount of $269,299 and extend the term
         through June 30, 2022;

         (3)
     
Authorize the City Manager to amend Contract No. 31830 with The FID Group to increase the total contract value by $25,000 for a not-to-exceed amount of $50,000 and extend the term  
         through June 30, 2022;

         (4)
     
Authorize the City Manager to amend Contract No. 31831 with Housing Works to add an additional year of funding for a total not-to-exceed contract amount of $80,838 and extend the term
         through June 30, 2022; and

         (5)
     
To the extent that these actions could be considered to require a new competitive selection process, staff recommends that the City Council grant an exemption to the competitive selection
         process on the basis that continuation of these contracts is in the best interests of the City pursuant to Pasadena Municipal Code Section 4.08.049(B).

3.      APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PASADENA AND THE PASADENA FIREFIGHTERS ASSOCIATION, LOCAL 809        
         Recommendation:
It is recommended that the City Council:

(1)      Find that the action proposed in the agenda report is not a “project” as defined in the California Environmental Quality Act (CEQA), Public Resources Code Section 21065 and Section 15378(b)(2) of the State CEQA Guidelines and, as such, is not subject to environmental review; and

(2)      Approve a Memorandum of Understanding (MOU) between the City of Pasadena (City) and the Pasadena Firefighters Association, Local 809.

4.      FINANCE COMMITTEE: PURCHASE ORDER TO MERIDIAN DEFENSE GROUP FOR ARCHER ANTI-VEHICLE BARRIERS NOT-TO-EXCEED $249,244
         Recommendation:
It is recommended that the City Council:
         (1)    Find this action is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061(b)(3), Review for Exemption;
         (2)
   
Authorize a purchase order, without competitive bidding pursuant to City Charter Section 1002(F), contracts for labor, material, supplies, or services available from only one vendor, with 
         Meridian Rapid Defense Group for 34 Archer Anti-Vehicle Barriers and 2 haulers for an amount not-to-exceed $249,244;

         (3)
   
It is further recommended that the City Council grant the proposed purchase and exemption from the competitive selection process pursuant to Pasadena Municipal Code (PMC) Section  
         4.08.049(B), contracts for which the City’s best interests are served; and

         (4)
   
Amend the Department of Transportation’s Fiscal Year 2022 Operating Budget by appropriating $249,244 for the purchase order with Meridian Defense Group.

Authorize the City Manager to approve and execute Contract Amendment No. 3 to the Interagency Agreement and all agreements, amendments, other related documents, with Los Angeles
         Community Development Authority (LACDA) to receive Measure H Funds for the Homeless Incentive Program (HIP) in the amount of $103,667 for twelve months
. Neither Competitive Bidding nor
         Competitive Selection are required pursuant to City Charter Section 1002(H) and Pasadena Municipal Code Section 4.08.049(A)(3), contracts with other governmental agencies;

         (3)
   
Amend the Fiscal Year 2022 Operating Budget by recognizing revenue and appropriating $103,667 in Measure H Funds in the Other Housing Funds (238); and

Authorize the City Manager to approve and execute subsequent amendments to the Interagency Agreement, or to enter into new Interagency Agreements, to receive additional Measure H
