4. CONSENT CALENDAR

   A.  City Manager
      (1) CONTRACT AWARD TO L.A. SIGNAL, INC. FOR INSTALLATION OF
           STREET LIGHTING ON PALOMA STREET FROM HILL AVENUE TO
           SINALOA AVENUE AND SUNNYSLOPE AVENUE FROM DEL VINA
           STREET TO VILLA STREET FOR AN AMOUNT NOT TO EXCEED
           $135,000
           Recommendation of City Manager:  
           (a) Accept the bid dated August 16, 2000, submitted by L.A. Signal,
           Inc. in response to the Specifications for the Installation of Street
           Lighting on Paloma Street from Hill Avenue to Sinaloa Avenue and
           Sunnyslope Avenue from Del Vina Street to Villa Street, reject all other
           bids received, and authorize the City Manager to enter into such
           contract as is required.
           (b) Acknowledge the project to be categorically exempt under the
           California Environmental Quality Act (CEQA) in accordance with
           Article 19, Section 15301 (Class 1), subsection (c) of the Resources
           Agency of California Guidelines (minor alterations involving negligible,
           expansion of use beyond that previously existing) and authorize the City
           Manager to execute and the City Clerk to file a Notice of Exemption for
           the project with the Los Angeles County Clerk.

      (2) AUTHORIZATION TO ENTER INTO A CONTRACT WITH ABB
           WATER METERS, INC., TO FURNISH AND DELIVER COLD WATER
           METERS TO THE WATER AND POWER DEPARTMENT,
           SPECIFICATIONS WD-00-02
           Recommendation of City Manager:
           (a) Accept the bid dated August 15, 2000 submitted by ABB Water
           Meters, Inc., in response to Specification WD-00-02 for Furnishing and
           Delivering Cold Water Meters for the Water and Power Department;
           (b) Reject all other bids; and
           (c) Authorize the Purchasing Administrator to issue a purchase order
           for an initial period of two years to ABB Water Meters, Inc., with two
           optional one-year extensions subject to the approval of the General
           Manager of the Water and Power Department.  The contract shall not
           exceed $200,000 annually.

      (3) ACCEPTANCE OF FY 2001 MATERNAL AND CHILD HEALTH (MCH)
           ALLOCATION (NO. 200061) AGREEMENT BETWEEN THE CITY OF
           PASADENA PUBLIC HEALTH DEPARTMENT AND THE STATE
           DEPARTMENT OF HEALTH SERVICES IN THE AMOUNT OF
           $635,570
           Recommendation of City Manager:
           (a) Accept the FY 2001 Maternal and Child Health (MCH) Allocation
           (#260061) from the MCH Branch of the California Department of Health
           Services (DHS) in the amount of $635,570 for administration of MCH
           programs in the City of Pasadena during the period July 1, 2000 through
           June 30, 2001; and
           (b) Approve a journal voucher increasing FY 2001 revenues and
           appropriations in the Maternal and Child Health Division Budget
           Account #564100 by $21,612 from $2,128,681 to $2,150,293.

      (4) ACCEPTANCE OF FY 2001 AUGMENTATION TO THE PASADENA
           PUBLIC HEALTH DEPARTMENT CHILD HEALTH DISABILITY
           PREVENTION PROGRAM (CHDP) FOR ADMINISTRATION OF THE
           HEALTH CARE PROGRAM FOR CHILDREN IN FOSTER CARE
           (HCPCFC) IN THE AMOUNT OF $34,114
           Recommendation of City Manager:
           (a) Accept the augmentation to the FY 2001 Health Department
           budget in the amount of $34,114 for administration of the Health Care
           Program for Children in Foster Care by the Child Health Disability
           Prevention (CHDP) Administrative Unit of the Pasadena Public Health
           Department; and
           (b) Approve a journal voucher increasing estimated revenues and
           appropriations in the Maternal and Child Health Division Budget
           Account No. 564100 by $17,500 from $2,128,681 to $2,146,181.

      (5) APPROVAL OF AMENDMENTS TO FEDERAL FISCAL YEAR (FFY)
           2000 WOMEN, INFANTS, AND CHILDREN (WIC) SUPPLEMENTAL
           FOOD PROGRAM AGREEMENT WITH THE STATE DEPARTMENT
           OF HEALTH SERVICES IN THE TOTAL AMOUNT OF $45,091
           Recommendation of City Manager:  
           (a) Authorize the City Manager to execute two amendments to the FFY
           2000 Women, Infants, and Children (WIC) Program Agreement with the
           State Department of Health Services (SDHS) in the total amount of
           $45,091 for the period of October 1, 1999 through September 30, 2000;
           and
           (b) Approve a journal voucher increasing the estimated FY 2001
           revenues and appropriations in the WIC Operating Budget Account No.
           564200 by $45,091 from $739,378 to $784,469.

      (6) APPROVAL OF MASTER AGREEMENT AND PROGRAM
           SUPPLEMENT BETWEEN THE CITY OF PASADENA AND THE
           STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION
           FOR PREVENTIVE MAINTENANCE OF ASPHALT STREETS - 1999
           Recommendation of City Manager: Adopt a resolution approving
           Administering Agency-State Agreement No. 64 between the City of
           Pasadena and the State of California, acting through the California
           Department of Transportation (Caltrans), for State-funded transportation
           projects and Program Supplement No. 184 for the Preventive
           Maintenance of Asphalt Streets - 1999 and authorizing the City
           Manager to execute the same on behalf of the City.

      (7) APPROVAL OF FY 2001 MASTER GRANT AGREEMENT BETWEEN
           THE STATE DEPARTMENT OF HEALTH SERVICES, OFFICE OF
           AIDS, AND THE CITY OF PASADENA WITH A MAXIMUM AMOUNT
           PAYABLE OF $314,771
           Recommendation of City Manager:  
           (a) Authorize the City Manager to execute an FY 2001 Master Grant
           Agreement between the State Department of Health Services, Office of
           AIDS, and the City of Pasadena for the period of July 1, 2000 through
           June 30, 2001 with a maximum amount payable of $314,771;
           (b) Approve a journal voucher increasing the estimated FY 2001
           revenues and appropriations in the AIDS program Operating Budget
           Account No. 563200 by $2,000 from $73,175 to $75,175; and increasing
           revenues in Account No. 6402 (AIDS-Anonymous Testing) by $2,000;
           and
           (c) Approve a journal voucher increasing the estimated FY 2001
           revenues and appropriations in the AIDS Education Outreach program
           Operating Budget Account No. 565600 by $7,413 from $192,334 to
           $199,747; and increasing revenues in Account No. 6458 (AIDS-Education 
           and Prevention) by $7,413.

           Recommendation of City Manager:   Adopt an amendment to the
           Salary Resolution to revise the salary structure from salary steps to
           salary ranges for the following unrepresented groups: Technical and 
           Administrative; Confidential Clerical; and Non-Represented.  This
           amendment is effective July 3, 2000.

      (1) WATER RATE ADJUSTMENT TO FUND THE WATER FUND
           CAPITAL IMPROVEMENT PLAN AND TO REVISE THE PURCHASED
           WATER ADJUSTMENT CHARGE FORMULA
           Recommendation of City Manager: It is recommended that City
           Council hold first reading of an amendment to the Water Rate
           Ordinance, Chapter 13.20.110 of the Pasadena Municipal Code to:
           (1) Change the formula for the Purchased Water Adjustment Charge,
           (PWAC) to allow for the pass-through of all related purchased water
           cost adjustments; and 
           (2) Increase those appropriate water commodity rates in effect on
           July 1, 2000 by an amount which will result in an overall increase of 6%
           in the operating revenue of Pasadena Water and Power Water Fund for
           one year (Sections 1, and 5 through 7 only) to provide initial funding for
           a revised maintenance program for public improvements intended to
           provide for storage, supply, treatment, and distribution of water.

           Municipal Code to re-establish the City Prosecutor's functions within the
           City Attorney's Department, as a division of the City Attorney's Office;
           and 
           (c) Adopt a resolution amending the Salary Resolution to change the
           title of the City Attorney to City Attorney/City Prosecutor and to establish
           a new position under Management-Top, entitled City Prosecutor/
           Assistant City Attorney.  The City Prosecutor/Assistant City Attorney
           shall report to the City Attorney/City Prosecutor and shall supervise
           administration of the Criminal Division, subject to the direction of the
           City Attorney/City Prosecutor.
