1.         AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR MAINTENANCE OF LANDSCAPE AREA WITHIN STATE HIGHWAY RIGHT-OF-WAY FOR PROPOSED SOUNDWALL ALONG PASADENA AVENUE ADJACENT TO INTERSTATE 210
Recommendation:
Authorize the City Manager to execute an agreement for Maintenance of Landscape Area within State Highway Right-of-Way with the California Department of Transportation (Caltrans), for the proposed soundwall along Pasadena Avenue adjacent to Interstate 210 in perpetuity.

2.         AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH COUNTY OF LOS ANGELES FOR IMPROVEMENT OF FOOTHILL BOULEVARD FROM ROSEMEAD BOULEVARD TO MICHILLINDA AVENUE
Recommendation:

(1)       Find the proposed project to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Class 1, Section 15301, minor alterations of existing public facilities involving negligible or no expansion of use beyond that previously existing at the time of the lead agency’s determination; and
(2)       Authorize the City Manager to execute an agreement with the County of Los Angeles to improve a section of Foothill Boulevard, jurisdictionally shared by the City of Pasadena and the County of Los Angeles.

3.         AUTHORIZATION TO ENTER INTO A CONTRACT WITH NOVINIUM, INC., FOR A CABLE REJUVENATION PROJECT FOR THE WATER AND POWER DEPARTMENT.
Recommendation:
(1)       Find the proposed action is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301(b) (Existing Facilities); and
(2)       Accept the proposal dated September 27, 2013 from Novinium, Inc., in response to a Request for Proposals for a Development Project on 34kV line 34-13; and authorize the City Manager to enter into a contract without competitive bidding, pursuant to the City Charter Section 1002(F), Contracts for Professional or Unique Services, with Novinium, Inc., in an amount not to exceed $275,000 for engineering, design and installation services for rejuvenation of the 34kV Line 13.

4.         AUTHORIZATION TO ENTER INTO A PURCHASE ORDER CONTRACT WITH SOFTRESOURCES, LLC, TO PERFORM A REQUIREMENTS ASSESSMENT FOR A LAND MANAGEMENT AND PERMITTING SYSTEM            Recommendation:
(1)       Find the proposed contract is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061(b)(3), general rule; and
(2)       Authorize the City Manager to enter into a purchase order contract with SoftResources, LLC, to perform a requirements assessment for a Land Management and Permitting System (LMS) in an amount not to exceed $110,558. Competitive bidding is not required pursuant to City Charter Article X, Section 1002(F), contracts for professional or unique services.

9.         ROBINSON PARK RECREATION CENTER RENOVATION-REVISED SELECTION PROCESS FOR PROFESSIONAL DESIGN SERVICES
Recommendation:
(1)       Find that on October 28, 2002, the City Council approved the Robinson Park Master Plan and the Initial Study and Negative Declaration (ND) prepared for the Master Plan, that the scope of project construction has been reduced from that studied in the ND, but such changes do not constitute changed circumstances or new information which would trigger further environmental review pursuant to the California Environmental Quality Act (CEQA); and
(2)       Concur with staff on the revised selection process for professional design services as recommended by the Robinson Park Recreation Center Renovation Project Steering Committee and as outlined in the agenda report.

10.       SUBMITTAL OF THE DRAFT 2014-2021 HOUSING ELEMENT TO THE CALIFORNIA HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT (HCD)
Recommendation
:

(1)       Approve the
Draft 2014-2021 Housing Element (Attachment A of the agenda report); and
(2)      
Authorize the Director of Planning and Community Development to submit the Draft Housing Element to the California Housing and Community Development Department (HCD).
Planning Commission Recommendation:
  On October 9, 2013, the Planning Commission recommended that the City Council forward the 2014-2021 Draft Housing Element to HCD.  Additionally, the Planning Commission made a recommendation that the City Council explore creating a structure to monitor the implementation of the Housing Element.
