AUTHORIZE THE CITY MANAGER TO EXECUTE ALL AGREEMENTS WITH THE LOS ANGELES
COUNTY METROPOLITAN TRANSPORTATION AUTHORITY ASSOCIATED WITH THE RECEIPT OF
GRANT FUNDING AND THE IMPLEMENTATION OF THE DETECTION OF BICYCLES AT SIGNAL
CONTROLLED INTERSECTIONS PROJECT
Recommendation:
(1) Find that the Detection of Bicycles at Signal
Controlled Intersections Project is exempt from review pursuant to the
California Environmental Quality Act (CEQA), pursuant to State CEQA
Guidelines Section 15310, existing facilities, and identified as an activity
listed in 23 CFR 771.117(c)(3); and
(2) Authorize the City Manager to execute all agreements
with the Los Angeles County Metropolitan Transportation Authority (Metro)
associated with the receipt of grant funding and the implementation of the
project.

AUTHORIZE PURCHASE ORDER WITH WONDRIES FLEET GROUP FOR PURCHASE OF FOUR
REPLACEMENT POLICE VEHICLES FOR A TOTAL OF $121,822
Recommendation:
(1) Find that this action is exempt from the California
Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section
15061(b)(3), the general rule that CEQA only applies to projects that may
have an effect on the environment;
(2) Authorize the issuance of a purchase order to Wondries
Fleet Group in an amount not to exceed $121,822 for the purchase of four
replacement Police Vehicles without competitive bidding pursuant to City
Charter Section 1002(H), contracts with other governmental entities or their
contractors for labor, material, supplies or services; and
(3) Find the proposed contract exempt from the competitive
selection process of the Competitive Bidding and Purchasing Ordinance
pursuant to Pasadena Municipal Code Section 3.08.048(B), contracts for which
the City’s best interest are served.

AUTHORIZE ISSUANCE OF PURCHASE ORDER WITH HAAKER EQUIPMENT COMPANY FOR
PURCHASE OF ONE ELGIN BROOM BEAR STREET SWEEPER IN AN AMOUNT NOT TO EXCEED

Recommendation:
(1) Find that this action is exempt from the California
Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section
15061(b)(3), the general rule that CEQA only applies to projects that may
have an effect on the environment;
(2) Authorize the issuance of a purchase order to Haaker
Equipment Company in an amount not to exceed $316,000 for the purchase of
one new replacement street sweeper without competitive bidding pursuant to
City Charter Section 1002(H), contracts with other governmental entities or
their contractors for labor, material, supplies or services; and
(3) Find the proposed contract exempt from the competitive
selection process of the Competitive Bidding and Purchasing Ordinance
pursuant to Pasadena Municipal Code Section 4.08.048(B), contracts for which
the City’s best interest are served.
4.
AUTHORIZATION TO ENTER INTO A CONTRACT WITH POWER SETTLEMENTS CONSULTING
AND SOFTWARE, LLC TO PURCHASE AND IMPLEMENT AN ENERGY TRADING, SCHEDULING
AND SETTLEMENT SOFTWARE SYSTEM
Recommendation:
(1) Find that contracting with Power Settlements
Consulting and Software, LLC for the purchase and implementation of an
energy trading, scheduling, and settlements software system is exempt from
the California Environmental Quality Act (CEQA) review pursuant to State
CEQA Guidelines Section 15301, existing facilities;
(2) Authorize the City Manager to enter into a contract
with Power Settlements Consulting and Software, LLC for:
(a) One-time
purchase of the SettleCore Software System and implementation services for
an amount not to exceed $700,000;
(b) Annual
maintenance service of the SettleCore Software System in an amount not to
exceed $200,00 per year for the 8 year term of the contract; and
(c)
Internal report customization services associated with the SettleCore
Software System based on contract hourly rates not to exceed $35,000 per
year for the 8 year term of the contract.

AUTHORIZATION TO ENTER INTO A
CONTRACT WITH COMPUCOM SYSTEMS, INC., FOR LICENSING OF MICROSOFT SOFTWARE
Recommendation:
(1) Find that the proposed contract is exempt from the
California Environmental Quality Act (CEQA) pursuant to State CEQA
Guidelines Section 15061(b)(3);
(2) Approve a renewal of an Enterprise Agreement with
Microsoft for a period of three years;
(3) Authorize the City Manager to enter into a contract
with CompuCom Systems, Inc., for the City’s licensing of Microsoft software
in an amount not to exceed $985,000, with an annualized allocation of
$328,333, for the period from April 1, 2013 to March 31, 2016.
Competitive bidding is not required pursuant to City Charter Section
1002(H), contracts with other governmental entities or their contractors for
labor, material, supplies or services; and
(4) Grant the proposed contract an exemption from the
competitive selection process of the Competitive Bidding and Purchasing
Ordinance, Chapter 4.08 of the Pasadena Municipal Code, pursuant to Section
4.08.049(B) contracts for which the City’s best interests are served.

AUTHORIZATION TO INCREASE PURCHASE ORDER CONTRACT NUMBER 52,412 WITH
VALERIE HOWARD BY $125,000, FOR A TOTAL AMOUNT NOT TO EXCEED $199,200, TO
PROVIDE COMMUNICATION AND OUTREACH SERVICES FOR THE WATER AND POWER
DEPARTMENT
Recommendation:
(1) Find that the proposed action is exempt from the
California Environmental Quality Act (CEQA) pursuant to State CEQA
Guidelines Section 15061(b)(3), general rule;
(2) Find that the proposed contract is exempt from the
competitive bidding process pursuant to the City Charter Section 1002(F),
contracts for professional or unique services; and
(3) Authorize the City Manager to increase purchase order
contract number 52,412 with Valerie Howard by $125,000, for a total amount
not to exceed $199,200, to provide communication and outreach services for
the Water and Power Department.

Recommendation:
(1) Approve a five-year contract renewal with Emanuels
Jones and Associates for State Legislative Advocacy Services, effective
March 2, 2013, through June 30, 2018, for an annual contract cost of $49,000
($48,000 plus $1,000 for expenses) with the provision for renegotiating the
annual cost beginning in Fiscal Year 2015; and
(2) Exempt the proposed contract from the competitive
selection process of the Competitive Bidding and Purchasing Ordinance,
pursuant to Pasadena Municipal Code (PMC) Section 4.08.049(B), contracts for
which the City’s best interest are served.
