(1) AUTHORIZATION OF THE SUBMITTAL OF A REQUEST FOR FUNDS
TO THE DEPARTMENT OF CONSERVATION, DIVISION OF
RECYCLING, FOR BEVERAGE CONTAINER RECYCLING AND
LITTER CLEANUP ACTIVITIES
Recommendation of City Manager:
(a) Adopt a resolution approving a request for predesignated funds in
the amount of $41,653 from the California Department of Conservation
for beverage container recycling and litter cleanup activities.
(b) Authorize the City Manager or designee to enter into an agreement
with the California Department of Conservation's Division of Recycling
to execute all necessary forms for the purpose of securing payments
and to carry out the required activities under the program to encourage
beverage container recycling and to reduce litter.

(2) PURCHASE OF WORKERS' COMPENSATION INSURANCE
Recommendation of City Manager: Authorize the City Manager to
purchase Workers' Compensation insurance under a joint purchase
program established by the City's broker of record, Robert F. Driver
Company, in an amount not to exceed $83,355 for the policy term
May 1, 2000 to July 1, 2001.

(3) REJECTION OF ALL BIDS FOR THE PURCHASE OF 15 KV SINGLE
CONDUCTOR TRIPLEXED EPR INSULATED CABLE
Recommendation of City Manager: Reject all bids for the purchase
of 15 KV single conductor triplexed EPR insulated cable for the Water
and Power Department.

INSTALLATION OF FOUR FUEL ISLAND CANOPIES
Recommendation of City Manager: Reject all bids for the fabrication
and installation of four fuel island canopies for the Public Works and
Transportation Department.

(5) AUTHORIZATION TO ISSUE A PURCHASE ORDER NOT TO
EXCEED THE AMOUNT OF $112,357.66 TO PURCHASE EIGHT
INFORMATION KIOSKS FOR THE CAREER SERVICES DIVISION OF
THE HUMAN SERVICES, RECREATION AND NEIGHBORHOODS
DEPARTMENT
Recommendation of City Manager: Authorize the Purchasing
Administrator to issue a purchase order to High Technology Solutions,
San Diego, CA, in the amount not to exceed $112,357.66, for the
purchase of eight information kiosks for the Career Services Division of
the Human Services, Recreation and Neighborhoods Department. The
proposed purchase is exempt from competitive bidding, pursuant to City
Charter Section 1002(C), contracts for labor, material, supplies or
services available from only one vendor.
It is further recommended that the City Council grant this contract a
partial exemption (vendor outreach only) from the Affirmative Action in
Contracting Ordinance, pursuant to Pasadena Municipal Code, Section
4.09.060(C), contracts for which the City's best interests are served.

(1) AUTHORIZATION TO ENTER INTO CONTRACTS FOR THE
IMPLEMENTATION OF A CUSTOMER INFORMATION SYSTEM (CIS)
AND RELATED AGREEMENTS
Recommendation of City Manager: Authorize the General Manager
of the Water and Power Department (Department) to:
(1) Execute the necessary agreements with Orcom Solutions, Inc.,
(Orcom) to furnish and install a new Customer Information System (CIS)
including related third-party software and hardware licensing
agreements for an amount not to exceed $1.5 million. Competitive
bidding is not required pursuant to City Charter Section 1002(F),
contracts for professional or unique services;
(2) Authorize the General Manager to execute technical and project
management support agreements with Grande Banke Solutions, Inc.,
and James M. Derry and Associates, respectively, for advisory services
for the Department during implementation of the CIS for a combined
amount not to exceed $100,000. Competitive bidding is not required
pursuant to City Charter Section 1002(F), contracts for professional or
unique services.
It is further recommended that the proposed contracts be exempted
from the request for proposals process of the Affirmative Action in
Contracting Ordinance, pursuant to Section 4.09.060(C), contracts for
which the City's best interests are served.

CAPITAL IMPROVEMENT PROGRAM BUDGET
Recommendation of City Manager: Continue the public hearing to
8:00 p.m., May 22, 2000, or such other later date as the Council may
determine, and at which time the City Council will close the public hearing
and formally adopt the FY 2001-2006 Capital Improvement Program Budget.

prepare an ordinance establishing a one-year moratorium on the
acceptance of applications and issuance of building permits for self
storage facilities.

(2) INFORMATION TECHNOLOGY SERVICES DIVISION - SALARY AND
CLASSIFICATION CHANGES
Recommendation of City Manager: Adopt a resolution to amend the
Salary Resolution and two side agreements with the Pasadena
Management Association (PMA) and the American Federation of State,
County and Municipal Employees (AFSCME) to implement classification
and salary changes proposed in the Information Technology Services
Division (ITSD). These changes will be effective June 5, 2000.

(3) SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT (SCAQMD)
PROPOSED RULES 1191 - CLEAN ON-ROAD LIGHT- AND MEDIUM-
DUTY PUBLIC FLEET VEHICLES
Recommendation of City Manager:
(a) Adopt a resolution supporting Proposed Rule 1191 as it is currently
written.
(b) Authorize the Mayor to send letters to the appropriate authorities
stating Pasadena's position.

C. City Attorney
(1) PROPOSED BALLOT MEASURES REGARDING THE CITY'S
POSITION ON COMPLETION OF THE 710 FREEWAY
Recommendation of City Attorney: If the City Council desires to
place measures on the November 7, 2000 ballot regarding the City's
position on completion of the 710 Freeway, it is recommended that the
City Council approve and adopt the following:
(1) The text of two Ordinances that would be placed before the voters
to establish the City's position on the completion of the 710 Freeway:
One Ordinance would bind the City in favor of completion, and the other
would bind the City in opposition to completion. Proposed drafts of
these Ordinances are attached as Exhibits to the Resolution Calling a
Special Municipal Election.
(2) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PASADENA CALLING A SPECIAL MUNICIPAL ELECTION TO BE
HELD IN SAID CITY ON TUESDAY, NOVEMBER 7, 2000, FOR THE
SUBMISSION OF TWO ORDINANCE PROPOSITIONS.
(3) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PASADENA REQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF LOS ANGELES TO AUTHORIZE AND ORDER THE
CONSOLIDATION OF A SPECIAL MUNICIPAL ELECTION OF THE
CITY OF PASADENA WITH THE STATEWIDE GENERAL ELECTION
TO BE HELD ON TUESDAY, NOVEMBER 7, 2000, AND
REQUESTING THE COUNTY CLERK/REGISTRAR OF VOTERS TO
PROVIDE CERTAIN SERVICES.
(4) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
