Recommendation:
(1)      Find that the proposed action is not a project subject to the California Environmental Quality Act (CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA Guidelines, and as such, no environmental document pursuant to CEQA is required for the project;
(2)      Accept the bid dated February 28, 2019, submitted by Southern California Municipal Athletic Federation in response to formal bid specifications to furnish sports equipment;
(3)      Authorize a purchase order with Southern California Municipal Athletic Federation in an amount not-to-exceed $91,635 or three years, whichever occurs first; and
(4)      Authorize the City Manager to extend the agreement up to two additional one-year terms in the annual amount of $30,545 for a total of $152,725 for five years.

2.      AUTHORIZATION TO ENTER INTO A FIVE YEAR CONTRACT WITH SINTRA GROUP, INC., TO PROVIDE PRE-EMPLOYMENT BACKGROUND INVESTIGATIONS SERVICES FOR AN AMOUNT NOT-TO-EXCEED $250,000
Recommendation:
(1)      Find that the proposed actions in the agenda report are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) (General Rule); and
(2)      Authorize the City Manager to enter into a contract for an amount not-to-exceed $250,000 or five years, whichever comes first, as the result of a competitive selection process, as specified by Section 4.08.047 of the Pasadena Municipal Code (P.M.C.), with Sintra Group, Inc., to provide pre-employment background investigations services. Competitive Bidding is not required pursuant to City Charter Section 1002(F), contracts for professional or unique services.

Recommendation:
(1)    Find the project proposed in the agenda report to be categorically exempt under the California Environmental Quality Act (CEQA) State Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, minor alterations of existing public facilities involving negligible or no expansion of use beyond that previously existing at the time of the lead agency’s determination, and find that there are no features that distinguish this project from others in the exempt class, and therefore, there are no unusual circumstances; and
(2)    Accept the bid dated June 12, 2019, submitted by International Line Builder’s Inc., in response to the project plans and specifications for Traffic Signal Indication Safety Improvements, reject all other bids received, and authorize the City Manager to enter into a contract not-to-exceed $260,000, which includes the base contract amount of $226,172 and a contingency of $33,828 to provide for any necessary change orders.

9.      APPROVAL OF FINAL TRACT MAP NO. 072337 FOR CREATION OF FIVE AIR PARCELS FOR RESIDENTIAL CONDOMINIUM PURPOSES AT 118 NORTH ALLEN AVENUE
Recommendation:
(1)      Adopt a resolution to approve Final Tract Map No. 072337 for the creation of five air parcels for residential condominium purposes; and(2)      Authorize the City Clerk to execute the Certificate on the map showing the City’s approval of said map.
Recommendation of the Hearing Officer: The subject tentative map was approved on July 15, 2015 by the Subdivision Hearing Officer, to which the applicant shall obtain a valid building permit within three years of this approval date, which was July 15, 2018. The corresponding building permit was issued on October 21, 2016, and construction is diligently pursued to completion. In accordance with Pasadena Municipal Code Section 17.64.040(B), the entitlement shall be deemed “exercised” with permit issuance and active construction.
In addition, in accordance with Subdivision Map Act Section 66452(e), “……the
time at which the map expires may be extended by the legislative body or by an advisory agency authorized to approve or conditionally approve tentative maps for a period or periods not exceeding a total of six years.”

10.    CONTRACT AWARD TO SELECT PATROL AGENCY, INC., TO PROVIDE SECURITY AND COURIER SERVICES FOR AN AMOUNT NOT-TO-EXCEED $4,885,290
Recommendation:
(1)      Find that this action is exempt under the California Environmental Quality Act (CEQA) in accordance with Section 15061(b)(3), the General Rule that CEQA only applies to projects that may have a significant effect on the environment; and
(2)      Authorize the City Manager to enter into a contract, based on a competitive selection process pursuant to Pasadena Municipal Code Section 4.08.047, with Select Patrol Agency, Inc., (Select Patrol) for security services for three years for an amount not-to-exceed $2,906,633 with the option of two one-year extensions, subject to the approval of the City Manager, for a maximum contract length of five years and a total contract amount of $4,885,290.

Recommendation:
(1)      Find that actions proposed in the agenda report are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) (General Rule);
(2)      Authorize the City Manager to amend Contract No. 22,304 with Michael Baker International to increase the contract amount by $250,000, thereby increasing the total not-to-exceed amount from $1,350,000 to $1,600,000; and
(3)      To the extent this could be considered a separate procurement subject to the Competitive Selection Process, it is recommended that the City Council grant the contract an exemption pursuant to Pasadena Municipal Code (P.M.C.) Section 4.08.049(B), contracts for which the City’s best interests are served.

Recommendation: It is recommended that the City Council continue the public hearing to August 19, 2019 at 7:00 p.m. 

17.    PUBLIC HEARING: DESIGNATION OF THE HOUSE AT 280 CALIFORNIA TERRACE AS A LANDMARK
Recommendation:
(1)      Find that the designation of a historic resource is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15308 Class 8 of the CEQA State Guidelines pertaining to Actions by Regulatory Agencies for Protection of the Environment and there are no features that distinguish this project from others in the exempt class, and, therefore, there are no unusual circumstances;
(2)      Find that main residence, attached garage, arbors, dendriform sculpture, pool and hardscape adjacent to the house at 280 California Terrace meet landmark designation criterion C in Pasadena Municipal Code (P.M.C.) Section 17.62.040(C)(2)(c) because they embody the distinctive characteristics of a locally significant property type, architectural style and period. The building and accessory structures are locally significant, intact example of a single-family residence property type built in the Mid-Century Modern style, designed by locally significant architect Thornton Ladd, and retains integrity;
(3)      Adopt a resolution approving a Declaration of Landmark Designation for 280 California Terrace, Pasadena, California;
(4)      Authorize the Mayor to execute the Declaration of Landmark Designation for 280 California Terrace, Pasadena, California; and
(5)      Direct the City Clerk to record the declaration with the Los Angeles County Recorder.
Recommendation of the Historic Preservation Commission: At its regular meeting of June 4, 2019, the Historic Preservation Commission recommended that the City Council approve the designation of the house and accessory structure at 280 California Terrace as a Landmark under Criterion “C” of PMC Section 17.62.040.

Recommendation:
