                 Recommendation of City Manager: Adopt a resolution authorizing City
                 Manager to apply for a California Department of Transportation
                 Community-Based Transportation Planning Grant to appropriate up to
                 $150,000 for the Public Participation and Outreach Program for the
                 General Plan Land Use and Mobility Element Update.
