FOR COMPENSATION
Recommendation of City Manager: Authorize the City Manager, or
her designee, to make the determination on behalf of the City that
$1,100 is the just compensation for the interests in real property whose
acquisition is required for construction of the Kaweah Drive Outlet Drain
Project.

(2) AUTHORIZE THE CITY MANAGER TO ENTER INTO A LICENSE
AGREEMENT WITH SOUTHERN CALIFORNIA EDISON FOR A
PEDESTRIAN WALKWAY FROM AVOCADO STREET INTO EATON
WASH PARK
Recommendation of City Manager: Authorize the City Manager to
enter into a License Agreement with Southern California Edison for a
pedestrian walkway easement through Edison's right-of-way to access
Eaton Wash Park from Avocado Street at Las Lunas Street.

(3) RELEASE OF FUNDS FROM THE JUVENILE ACCOUNTABILITY
INCENTIVE BLOCK GRANTS (JAIBG) PROGRAM TO THE COUNTY
OF LOS ANGELES
Recommendation of City Manager: Adopt a resolution authorizing
the transfer of grant entitlements totaling $65,909, available to the
Pasadena Police Department, to the Los Angeles County District
Attorney's Office. The money will be used in conjunction with similar
grant fund money from the City of Glendale and the City of Burbank to
retain a deputy district attorney for vertical prosecution of juvenile
offenders in the Pasadena Superior Court.

(1) AMENDMENT TO THE SALARY RESOLUTION TO PROVIDE
TUITION REIMBURSEMENT FOR NON-REPRESENTED
EMPLOYEES
Recommendation of City Manager:
(a) Amend the Salary Resolution to provide Tuition Reimbursement of
up to $750 per calendar year, for non-represented employees pursuing
an Associate of Arts degree, or higher, in a job-related field at an
accredited college or university; and
(b) Approve a journal voucher appropriating $26,000 to Account
No. 504-324200-8272 from the Benefit Fund balance.

(2) RECEIPT OF GRANT FUNDS FROM THE BILL & MELINDA GATES
FOUNDATION AND AUTHORIZATION TO PURCHASE COMPUTER
EQUIPMENT FOR PUBLIC ACCESS IN PASADENA'S LIBRARIES
Recommendation of City Manager:
(a) Approve a journal voucher recognizing $129,767.65 in grant funds
from the Bill & Melinda Gates Foundation and appropriating it to
Account No. 7050-212-600000.
(b) Authorize the Purchasing Administrator to issue purchase orders to
Gateway, Inc. in an amount not to exceed $183,066 for the purchase of
personal computers and related equipment to support public access
computing in Pasadena's libraries.
(c) Grant these contracts partial exemption (vendor outreach only)
from the Affirmative Action in Contracting Ordinance, pursuant to
Pasadena Municipal Code Section 4.09.060(C), contracts for which the
City's best interests are served. The proposed purchases are exempt
from competitive bidding, pursuant to City Charter Section 1002 (C),
contracts for labor, material, supplies or services available from only
one vendor.

(3) SUPPORT FOR ASSEMBLY BILL 1806 (PACHECO) - LOCAL FISCAL
RELIEF: PROPERTY TAX REVENUE ALLOCATION; SENATE
BILL 1637 (BURTON) - PROPERTY TAX REVENUE SHIFTS:
LIMITATION; AND ANY LEGISLATION OR STATE BUDGET
PROPOSAL THAT LIMITS FUTURE TAX SHIFTS OR RESTORES
PROPERTY TAX REVENUES TO LOCAL GOVERNMENTS
Recommendation of City Manager: Adopt a resolution and authorize
the Mayor to send letters to the appropriate officials supporting the
following legislation:
(a) Assembly Bill 1806 (Pacheco) - Local Fiscal Relief: Property Tax
Revenue Allocation;
(b) Senate Bill 1637 (Burton) - Property Tax Revenue Shifts:
Limitation;
(c) Any other legislation or State budget proposal that protects the City
from future tax shifts or restores property tax revenues to local
governments.
