Authorize the
Interim City Manager to enter into a contract with Uplift Family Services dba
Pacific Clinics, and which was formally known as Pacific Clinics prior to a
merger, to continue administering the Hestia House
permanent supportive
housing program; and
(3)
Authorize the Interim City Manager to execute amendments to the specified
contract for five consecutive years, expiring January 31, 2028, in amounts equal
to anticipated future funding awards by the U.S. Department of

Facilities
and that there are no features that distinguish this project from others in
the exempt class and, therefore, there are no unusual circumstances;
(2)
i) Accept the bid dated March 10, 2022, submitted by
Monet Construction, Inc.,
in response to the plans and specifications for Fire Station 31 – Seismic
Retrofit and Tenant Improvements project, ii) reject all other bids
received,
and iii) authorize the Interim City Manager to enter into a contract for an
amount not-to-exceed $2,018,456 which includes the base contract amount
of $1,755,178 and a contingency of $263,278 to provide for any
necessary change orders;

It is recommended that the City Council:

proposed action is exempt from review pursuant to the California Environmental
Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15061 (b) (3); and

Approve the list of
projects referenced in Attachment A to be reviewed by the Arroyo Verdugo
Communities Joint Powers Authority (AVCJPA) Technical Advisory Committee before
