1.         APPROVAL OF INCREASE TO CONTRACT NO. 20,971 WITH VIVIAN YEH, MD, IN AN AMOUNT NOT TO EXCEED $140,000 FOR SPECIALIZED HIV/AIDS MEDICAL CARE
Recommendation
: Authorize an increase to Contract No. 20,971 with Vivian Yeh, MD, in the amount of $65,001, thereby increasing the not to exceed amount from $74,999 to $140,000, to provide specialized HIV/AIDS medical treatment for the Andrew Escajeda Comprehensive Care Services program.

2.         RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS AND CITY ENGINEER TO CERTIFY CITY RIGHT-OF-WAY FOR CALTRANS ADMINISTERED TRANSPORTATION PROJECTS

:  Adopt a resolution authorizing the Director of Public Works and the City Engineer to certify City right-of-way documentation and other necessary documents for detailed procedural requirements for Caltrans administered transportation projects.

4.         MODIFICATIONS TO THE NORTHWEST COMMISSION
Recommendation

(1)
          Direct the City Attorney ‘s Office to prepare and return within 30 days with an amendment to Chapter 2.95 of the Pasadena Municipal Code modifying the purpose and function of the Northwest Commission to include responsibility for working with City staff to foster business retention, expansion, and relocation to generate new development and employment opportunities in northwest Pasadena; and
(2)
          Approve a modification to Article V of the Commission’s Rules and Regulations reducing the number of regular monthly meetings from two to one.
Recommendation of Northwest Commission
:  At its regular meeting of July 26, 2012, the Northwest Commission voted to approve the recommendation.

5.         CONTINUED PUBLIC HEARING:  Designation of 160 South Orange Grove Boulevard (stillman b. jamieson house – “terrace villa” – ambassador west campus) as a Landmark
Recommendation

(1)
          Find that the designation of a historic resource is categorically exempt from the California Environmental Quality Act (CEQA) Guidelines, Section 15308:  Class 8 – Actions by Regulatory Agencies for Protection of the Environment;
(2)
          Find that the Stillman B. Jamieson House at 160 South Orange Grove Boulevard meets landmark designation criterion C in Pasadena Municipal Code Section 17.62.040(C) because the house and portions of the original garden features are significant as an intact example of a 1920’s-era Mediterranean Revival Style residential architecture designed by architect Walter C. Folland; and because portions of the property contain integral features of the significant landscape design for Ambassador College designed in 1963 by Garret Eckbo of EDAW, a noted landscape architect;
(3)
          Approve the designation of the property at 160 South Orange Grove Boulevard as a landmark;
(4)
          Adopt a resolution approving a Declaration of Landmark designation for 160 South Orange Grove Boulevard, Pasadena, California;
(5)
          Authorize the Mayor to execute the Declaration of Landmark Designation for 160 South Orange Grove Boulevard, Pasadena, California; and
(6)
          Direct the City Clerk to record the declaration with the Los Angeles County Recorder.
Recommendation of Historic Preservation
:  On Monday, July 16, 2012, the Historic Preservation Commission recommended that the City Council approve the designation of 160 South Orange Grove Boulevard as a landmark under criterion C of the Pasadena Municipal Code Section 17.62.040(C).

6.         CONTINUED PUBLIC HEARING Designation of 164-180 South Orange Grove Boulevard (grove manor apartments – ambassador west caMPUS) as a Landmark
Recommendation

(1)
          Find that the designation of a historic resource is categorically exempt from the California Environmental Quality Act (CEQA) Guidelines, Section 15308:  Class 8 – Actions by Regulatory Agencies for Protection of the Environment;
(2)
          Find that the Grove Manor Apartments at 164-180 South Orange Grove Boulevard meets landmark designation criterion A in Pasadena Municipal Code Section 17.62.040(C)(2) because it has made a significant contribution to the broad patterns of the history of the City; specifically, it is the first apartment development that was constructed on South Orange Gove Boulevard after the City re-zoned the Boulevard in 1948 to allow multi-family residential development;
(3)
          Approve the designation of the property at 164-180 South Orange Grove Boulevard as a landmark;
(4)
          Adopt a resolution approving a Declaration of Landmark Designation for 164-180 South Orange Grove Boulevard, Pasadena, California;
(5)
          Authorize the Mayor to execute the Declaration of Landmark Designation for 164-180 South Orange Grove Boulevard, Pasadena, California; and
(6)
          Direct the City Clerk to record the declaration with the Los Angeles County Recorder.
