PROJECT TITLE: Southern California Public Radio, KPCC

Conditional Use Permit #5127

PROJECT DESCRIPTION:

The project site is currently developed with a two-story commercial building of approximately 28,800 square feet. The structure was occupied in the past by professional offices, however it is currently vacant. Southern California Public Radio is proposing to remodel the existing two-story structure and construct an addition of approximately 4,046 square feet on the ground level to accommodate their broadcasting offices. As part of the improvements, a 3.8 meter satellite antenna dish and a 6’ diameter microwave antenna are proposed on the roof. These antennas require the review and approval of a Conditional Use Permit under the City’s Zoning Code. The improvements require two loading spaces to be provided on-site. The applicant is proposing one on-site loading space in lieu of the two required loading spaces, and therefore approval of a Variance is required.

 

As part of the proposed project, the applicant is maintaining 50 parking spaces located in a basement parking structure, which is accessed through an existing driveway located at the northern end of the property along Raymond Avenue. The site is also currently developed with a surface parking lot containing 51 parking spaces. The surface parking lot will be modified to accommodate the 4,046 square foot addition as well as one new loading space. The resulting surface parking lot will contain 35 parking spaces, which combined with the 50 parking spaces in the basement, will comply with the City’s parking requirements. The surface parking lot will be accessed by an existing driveway located near the southern portion of the property along Raymond Avenue.

 

The proposed project will require a hearing of Pasadena Hearing Officer to consider the following proposed entitlements:

  1. Conditional Use Permit to install two antennas on the roof of the existing structure located in the CD-6 (Central District Specific Plan) Zoning District;

  2. Variance to allow the construction of a 4,064 square foot addition on the site and providing only one loading space where two are required;

  3. Variance to allow a 10’ wide by 20’ deep loading space when a 12’ wide by 30’ deep loading space is required.
