DESCRIPTION: The proposed project consists of the remodel of and
addition to an existing 10,218 square foot structure to establish a
medical office building. Specifically, 2,929 square foot of the
existing building will be demolished (including a 695 square foot
second story), and a 2,735 square foot addition will be constructed.
The resulting building will be a one-story structure that is 10,024
square feet in size (with a net reduction of 194 square feet). The
structure was previously used as a pre-school operated by the San
Gabriel Valley Learning Center, however, the site has been largely
vacant since 2005. Pasadena Police Department uses some of the rooms
as office and Pasadena Fire Department uses some of the rooms as
storage. As a result of the project the storage by the Fire
Department will be relocated off-site. The Police Department will
have an office approximately 100 square feet in size located in the
southwest portion of the proposed building and will have a separate
entrance from the parking lot.
The proposed medical office building will accommodate
an outpatient urgent care facility operated by Huntington Memorial
Foundation (HMF) and a clinic operated by Community Health Alliance
of Pasadena (CHAP). The outpatient urgent care facility, which will
be located in the east portion of the rehabilitated building, will
contain 11 exam rooms, a lab, nurses station and manager’s office,
procedure room, waiting area, and physicians work room. The clinic
will occupy the west portion of the building and will contain 11
exam rooms, nurses station, physicians work room, draw lab
registration and private consultation area, social work, medication
dispensing, manager’s office, waiting area, clean room, and
equipment and storage room.
The proposed hours of operation for the medical
office are from 7:00 am to 10:00 pm. seven days a week. The
outpatient urgent care facility will provide medical services to
walk-in customers however will not provide any emergency or life
threatening medical services, therefore no emergency ambulance
services will be associated with the urgent care. The clinic will
provide medical services by appointments and walk-in as well. Both
facilities will operate as medical office uses and not hospital or
emergency room uses.
Currently, the existing building is surrounded by
pavement that served as parking and a playground for the previous
pre-school use. This area will be improved to provide parking for
approximately 54 vehicles, which will be accessed from Del Mar
Boulevard through two existing driveways. A fence will be erected to
surround the northeast portion of the site, where the project will
be located. The existing playground equipment on site will be
removed. A gate will be located at the southern portion of the fence
to allow access to the Nature Preserve located on the southern
portion of the site. There are no changes to any other portions of
the site.
The entire property is approximately 7.22 acres and
Eaton Wash runs through the center of the property from northwest to
southeast. The area northeast of the Eaton Wash is zoned
Public/Semi-Public, and the area southwest of the Eaton Wash is
zoned Open Space. The proposed project will be located only within
the Public/Semi Public zoned portion of the site, in the northeast
area of the property, where the pre-school was previously located.
No work will be performed in the Open Space zoned portion of the
property, nor on any portion of the site which has not been
previously developed.
