Colorado Bridge and Arroyo Seco at SunsetFor many of Pasadena’s residents, the General Plan means first of all the Land Use Element. It is one of the seven elements, or chapters, that are required by state law for a comprehensive, long-term general plan. It guides City decisions about future growth and change, both where and how. During 2009, Pasadena will prepare another five-year update of the major revision that was adopted in 1994. An update of the Mobility Element will accompany it.

The Land Use Element is built on Seven Guiding Principles, which were introduced in the 1994 revision. The Seven Principles all work together to guide policy in the city. They are:

  1. Growth will be targeted to serve community needs and enhance the quality of life.

  2. Change will be harmonized to preserve Pasadena’s historic character and environment.

  3. Economic vitality will be promoted to provide jobs, services, revenues and opportunities.

  4. Pasadena will be promoted as a healthy family community.

  5. Pasadena will be a city where people can circulate without cars.

  6. Pasadena will be promoted as a cultural, scientific, corporate, entertainment and educational center for the region.

  7. Community participation will be a permanent part of achieving a greater city.

The Land Use Element follows the Seven Guiding Principles with more detailed objectives and policies, as well as procedures and programs. It considers the potential for long-term change in certain areas of the city, especially the specific plan areas that were identified in the 1994 Element. It respects Pasadena’s importance to the future of the region as well as the value of its past.
