COMMUNITY PLANNING General Plan Noise Element The General Plan Noise Element, which is required by State law, provides policy-level direction for the City to limit people’s exposure to noise. The City of Pasadena has updated its Noise Element, which was last revised in 1985. The Noise Element update represents the discussion and concerns of local stakeholders about noise in Pasadena. The goals, policies, and implementation measures of the Noise Element are the result of input from residents, community stakeholders, technical analysis, and an evaluation of existing and future land use patterns. The Noise Element is reflected in two documents: (1) the Existing and Future Conditions report and the (2) Policies, Objectives, and Implementation Measures report. The latter document is the City’s updated Noise Element. Potential noise sources identified include vehicles traveling along primary arterials, aircraft, the new light rail “Gold Line,” commercial activities, recreational activities and special events in the Central Arroyo, the Eaton Canyon Firing Range, and nuisance noise. Objectives, policies, and implementation measures are identified to minimize noise to the extent possible.
