PLANNING DIVISION
REVIEW OF SECOND UNIT REGULATIONS
The City’s Second Unit Ordinance, regulates the
construction of second units in Single Family residential zones.
This ordinance was adopted in 2004. Since then, in various housing
forums, the City has received comments on the constraints of the
current regulations. The Draft Housing Element contains a program to
review the City’s Second Unit standards and evaluate potential
changes to the ordinance to address community concerns.

Spring 2009
Community meetings to provide information and
receive comments on the current regulations. . Analyze data/input
and consider alternatives.

Summer 2009
Prepare preliminary recommendations on the ordinance
revision and present to advisory commissions for input
Early fall
2009
Community meetings to receive input on preliminary
recommendations
Late fall
Present final recommendations to advisory commission
and then to the City Council
