WATER EFFICIENT
LANDSCAPING
The State of California has adopted legislation
(AB1881) to update the Water Efficient Landscape Ordinance. The
updated model ordinance, which was finalized on September 10, 2009,
requires all cities in the State to monitor water that is used in
the irrigation of grass, shrubs, trees, and other plants in
landscaped areas on certain types of properties and public
facilities. The proposed Ordinance will be applicable to two kinds
of landscapes:
1)
Existing landscapes of one acre or larger (such as parks, golf
courses, and institutions) and,
2)
Newly installed landscapes or rehabilitated landscapes of 2,500
square feet or larger for businesses and institutions, or 5,000
square feet for single-family residences (owner-occupied).
The legislation requires cities to adopt the States’
updated model ordinance or the cities’ own water efficient landscape
ordinance that is at least as effective as the model ordinance not
later than January 1, 2010. The City is proposing an amendment to
the municipal code in order to comply with the State’s requirements
and also developing a program to implement the ordinance.
This proposed ordinance will not apply to most properties in the
City, unless a property owner or a business intends to re-landscape
a large portion of the property. For example, an owner who lives in
a single-family house would have to meet the requirements of the
ordinance only if 5,000 square feet or more of a yard is
re-landscaped. Many single-family properties in the City do not have
5,000 square feet or more of area to be landscaped.
