| Adults-age 22 and
over |
Title IIA authorizes programs for
adults who have low income or receive financial help such as food stamps, welfare or
unemployment insurance payments or face significant employment barriers. |
In-depth assessment of skills and
abilities, classroom training, on the job training, job search assistance, work
experience, counseling, basic skills training and support services. |
| Youth-age 14 to 21
Summer Program |
Title IIB authorizes training and
temporary employment during the summer months to economically disadvantaged youth. |
The purpose of the Summer Youth
Program is to enhance the basic educational skills of youth, encourage school completion
or enrollment in supplementary or alternative school programs and to provide eligible
youth with exposure to the world of work. |

Year-Round Program |
Title IIC provides year-round
training and employment programs for youth, both in and out of school. |
The purpose of this program is to
improve the long-term employability of youth and to help them successfully make the
transition from school to work. |
| Dislocated Workers |
Title III creates programs to
assist workers who are displaced due to plant closures or mass layoffs regain economic
security. |
Services, such as job search
assistance, occupational skills training, early intervention services and relocation
assistance, are designed to return individuals to work as quickly as possible. |
