           Recommendation of City Manager: Accept the bid dated April 28,
           1999, submitted by Boise Mobile Equipment, Inc., in response to the
           specifications for the purchase of one 2000 Quick Attack/Brush Patrol
           Rig, reject all other bids received, and authorize the Purchasing
           Administrator to issue a purchase order not to exceed $98,322.

      (2) LAGUNA ROAD TRUNK SEWER - PHASE I PROJECT:
           CONSTRUCTION CONTRACT AWARD TO JOHN NEREY DBA J & C
           UNDERGROUND GENERAL ENGINEERING CONTRACTORS FOR
           $105,000
           Recommendation of City Manager:  
           (a) Accept the bid, dated March 13, 2000, submitted by John Nerey
           dba J & C Underground General Engineering Contractors in response to
           the Specifications for the Laguna Road Trunk Sewer - Phase 1 Project,
           reject all other bids received, and authorize the City Manager to enter
           into such contract as required.  The amount of the proposed contract is
           $105,000.
           (b) Acknowledge the project to be categorically exempt under the
           California Environmental Quality Act (CEQA) pursuant to Section
           15301(b) of the State CEQA Guidelines (repair of existing sewerage
           systems with no expansion of use) and authorize the City Manager to
           execute and the City Clerk to file a Notice of Exemption therefor with the
           Los Angeles County Clerk.

      (3) COUNTY OF LOS ANGELES SAN PASQUAL SEWER PROJECT:
           TAX SHARING RESOLUTION IN CONNECTION WITH ANNEXATION
           NO. 25 TO COUNTY SANITATION DISTRICT NO. 16 OF LOS

           Recommendation of City Manager: Adopt a resolution authorizing the
           City Manager to execute on behalf of the City a resolution agreeing to a
           negotiated exchange of incremental tax increase due to the inclusion of
           Assessor's Parcel No. 5330-001-039 in Annexation No. 25, to County
           Sanitation District No. 16 of Los Angeles County in connection with the
           County of Los Angeles San Pasqual Sewer Project Assessment District: 
           County Improvement No. 2658-M.

      (1) PUBLIC BENEFIT CHARGE PROGRAMS FOR RESIDENTIAL/LOW
           INCOME CUSTOMERS
           Recommendation of City Manager:
           (a) Authorize the Purchasing Administrator to issue a purchase order
           contract to Maytag Appliance Sales Company for the procurement of up
           to 700 super-energy-efficient refrigerators for a total not to exceed
           $350,000.  This purchase order is exempt from competitive bidding
           pursuant to City Charter Section 1002(H), contracts with other
           governmental entities or their contractors.  It is further recommended
           that this purchase order contract be granted an exemption from the
           competitive selection process of the Affirmative Action in Contracting
           Ordinance pursuant to Section 4.09.060(C), contracts for which the
           City's best interests are served.
           (b) Authorize the Purchasing Administrator to issue purchase orders
           for Compact Fluorescent Light (CFL) bulbs from Department of Energy
           (DOE) approved vendors for a total not to exceed $170,000.  These
           purchase orders are exempt from competitive bidding pursuant to City
           Charter Section 1002(H), contracts with other governmental entities or
           their contractors.  It is further recommended that these purchase order
           contracts be granted an exemption from the competitive selection
           process of the Affirmative Action in Contracting Ordinance pursuant to
           Section 4.09.060(C), contracts for which the City's best interests are
           served.
           (c) Authorize the General Manager of the Water and Power
           Department (Department) to increase the existing contract with
           Appliance Recycling Centers of America (ARCA) for the warehousing,
           delivery and installation of an additional 700 super-energy-efficient
           refrigerators and for the recycling of an additional 700 refrigerators, for
           a total of 1000 refrigerators respectively.  An additional amount of
           $170,000 is required to fund this work performed by ARCA.  The new
           total contract shall not exceed $240,000.
           (d) Authorize the General Manager of the Department to enter into a
           contract with Nexus, Inc. for a not to exceed amount of $100,000 to
           supply "Energy Smart Software" to be used for increasing residents'
           energy conservation awareness and conducting in-home self energy
           audits.
               It is further recommended that the City Council grant this contract
           an exemption from the competitive selection process of the Affirmative
           Action in Contracting Ordinance, pursuant to Section 4.09.060 (C),
           contracts for which the City's best interests are served.
