1.      CONTRACT AWARD TO PARDESS AIR, INC., FOR HEATING VENTILATION AND AIR CONDITIONING REPLACEMENT AT JACKIE ROBINSON COMMUNITY CENTER FOR AN AMOUNT NOT-TO-EXCEED $952,600
Recommendation:
It is recommended that the City Council:
(1)
      Find the contract proposed in the agenda report to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, minor alterations of existing public facilities involving negligible or no expansion of use beyond that previously existing at the time of the lead agency’s determination, and that there are no features that distinguish this project from others in the exempt class and, therefore, there are no unusual circumstances; and
(2)
      Accept the bid dated July 1, 2020, submitted by Pardess Air, Inc., in response to the Project Plan and Specifications for the Heating Ventilation and Air Conditioning (HVAC) Replacement at Jackie Robinson Community Center (JRCC), reject all other bids received, reject all bids for HVAC and Roofing Replacement at Jackie Robinson Community Center received on May 20, 2020, and authorize the City Manager to enter into such contract for an amount not-to-exceed $952,600, which includes the base contract amount of $866,000, and a contingency of $86,600 to provide for any necessary change orders.

2.      PURCHASE ORDER WITH ISEC INC., FOR PURCHASE OF FORENSIC LABORATORY CASEWORK AND LABORATORY EQUIPMENT FOR THE POLICE DEPARTMENT FOR AN AMOUNT NOT-TO-EXCEED $117,857
Recommendation
:
It is recommended that the City Council:
(1)
      Find that the proposed action is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301 (Class 1 – Existing Facilities) and that there are no features that distinguish this project from others in the exempt class and, therefore, there are no unusual circumstances; and
(2)
      Authorize the City Manager to enter into a purchase order, as the result of a competitive selection process, as specified by Section 4.08.047 of the Pasadena Municipal Code, with Intermountain School Equipment Company (“ISEC, Inc.”) for purchase of forensic laboratory casework and laboratory equipment in an amount not-to-exceed $117,857, which includes the base contract of $114,424 and a contingency of $3,433 to provide for any necessary change orders.

Recommendation
:
It is recommended that the City Council:
(1)
      Find that this action is exempt from the California Environmental Quality Act (CEQA) in accordance with Section 15061(b)(3), the General Rule that CEQA only applies to projects that may have an effect on the environment; and
(2)
      Accept the bid from J&M Towing, LLC (J&M) dated June 4, 2020, submitted in response to specifications for On Call Light and Medium Duty Vehicle Towing and Recovery Services, reject all other bids received, and authorize the issuance of a purchase order with J&M in an amount not-to-exceed $120,000 over a three-year period with the option for two additional one-year terms in the annual amount of $40,000, subject to the approval of the City Manager, for a maximum total contract length of five years and a total contract amount of $200,000.

4.      AUTHORIZATION TO AWARD PROJECT-BASED VOUCHERS FOR PERMANENT SUPPORTIVE HOUSING TO BRIDGE HOUSING CORPORATION AND TO THE SALVATION ARMY, AND TO ENTER INTO ASSOCIATED AGREEMENTS TO ENTER INTO A HOUSING ASSISTANCE PAYMENT CONTRACT TO PROVIDE PROJECT-BASED ASSISTANCE Recommendation: It is recommended that the City Council:
(1)
      Find that the proposed development of the mixed-use Heritage Square South permanent supportive housing and commercial project at 710-738 N. Fair Oaks Ave. and 19-35 E. Orange Grove Blvd. (the “Heritage Square South” project) is categorically exempt from environmental review pursuant to the California Environmental Quality Act  (CEQA) Public  Resources Code Section 21080(b)(9); and California Code of Regulation, Title 14, Division 6, Chapter 3, State CEQA Guidelines Section 15332, Class 32, In-Fill  Development  Projects, and that there are no features that distinguish this project from others in the exempt class and, therefore, there are no unusual circumstances;
(2)
      Find that the proposed development of The Salvation Army Hope Center project consisting of a Charitable Institution land use and permanent supportive housing at 1000 East Walnut Street (the “Pasadena Hope Center” project) has been determined to be statutorily exempt from environmental review pursuant to the guidelines of the California Environmental Quality Act (Public Resources Code Section 21080(b)(9); Administrative Code, Title 14, Chapter 3, Article 12.5, Section 15194 (Affordable Housing Exemption). Section 15194 specifically applies to residential housing projects consisting of 100 or fewer units that are affordable to low-income households. One hundred percent of the total units, exclusive of the managers’ units, are for lower income households;
(3)
      Approve the allocation of sixty-nine (69) Project-Based Vouchers to BRIDGE Housing Corporation for the Heritage Square South project, and sixty-five (65) Project-Based Vouchers to the Salvation Army for the Pasadena Hope Center project;
(4)
      Authorize the City Manager to enter into an Agreement to Enter into a Housing Assistance Payments Contract, as the result of a competitive selection process, as specified by Section 4.08.047 of the Pasadena Municipal Code, with Bridge Housing to provide sixty-nine (69) Project-Based Vouchers in the estimated amount of $1,193,148 annually, for permanent supportive housing for homeless seniors, for a contract period of 20 years with the option to extend for an additional 20 years; and
(5)
      Authorize the City Manager to enter into an Agreement to Enter into a Housing Assistance Payments Contract, as the result of a competitive selection process, as specified by Section 4.08.047 of the Pasadena Municipal Code, with The Salvation Army to provide sixty-five (65) Project-Based Vouchers in the estimated amount of $948,480 annually, for permanent supportive housing for homeless individuals for a contract period of 20 years with the option to extend for an additional 20 years.

5.      APPROVAL OF PASADENA ASSISTANCE FUND GRANT AWARDS FOR 2020 & 2021
Recommendation: It is recommended that the City Council take the following actions:
(1)
     Find that the recommended action is exempt from the California Environmental Quality Act ("CEQA") pursuant to State CEQA Guidelines per Section 15061(b)(3), the General Rule that CEQA only applies to projects that may have an effect on the environment; and
(2)
     Approve Pasadena Assistance Fund (PAF) allocation for grant award in the amount of $100,000 for program years 2020 and 2021.
Recommendation of the Human Services Commission:
On July 8, 2020, the Human Services Commission recommended that City Council approve the staff recommendation to award the 2020 & 2021 PAF grants.

6.      AUTHORIZATION TO ENTER INTO CONTRACTS WITH MICHAEL BAKER INTERNATIONAL AND ADVANCED APPLIED ENGINEERING (dba INFRASTRUCTURE ENGINEERS) TO PROVIDE ENVIRONMENTAL COORDINATOR AND PLANNING SERVICES FOR THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT
Recommendation
:
It is recommended that the City Council:
(1)
      Find that the action proposed in the agenda report are exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15061(b)(3);
(2)
      Authorize the City Manager to enter into a contract for Environmental Coordination and Planning Services following a competitive selection process, pursuant to Pasadena Municipal Code Section 4.08.047, for an amount not-to-exceed $400,000 or three years, whichever occurs first, with Michael Baker International;
(3)
      Authorize the City Manager to enter into a contract for Environmental Coordination and Planning Services following a competitive selection process, pursuant to Pasadena Municipal Code Section 4.08.047, for an amount not-to-exceed $200,000 or three years, whichever occurs first, with Infrastructure Engineers; and
(4)
      Authorize the City Manager to extend each contract for up to two additional one-year periods not-to-exceed $200,000 per contract, per year.

It is recommended that the City Council:

1)
      Find that the proposed development of The Salvation Army Hope Center project  consisting of a Charitable Institution land use and permanent supportive housing at 1000 East Walnut Street (the “Pasadena Hope Center” project), and related actions/approvals, are statutorily exempt from environmental review pursuant to the guidelines of the California Environmental Quality Act (Public Resources Code Section 21080(b)(9); Administrative Code, Title 14, Chapter 3, Article 12.5, Section 15194 (Affordable Housing Exemption). Section 15194 specifically applies to residential housing projects consisting of 100 or fewer units that are affordable to low-income households. 8.      FINANCE COMMITTEE: ACCEPTANCE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT FOR THE SAFER STREETS PASADENA - BICYCLE SAFETY OUTREACH PROGRAM
Recommendation: It is recommended that the City Council:
(1)
      Find that acceptance of this grant is exempt from the California Environmental Quality Act (CEQA), Section 15061(b)(3) of the State CEQA Guidelines;
(2)
      Authorize the City Manager to enter into an agreement with the California Office of Traffic Safety (OTS) to receive Fiscal Year 2021 grant funding for the Pedestrian and Bicycle Safety Outreach Program in the amount of $150,000 and any subsequent agreements regarding this grant award; and

: It is recommended that the City Council:

                    (1)
   
Find that this action is exempt under the California Environmental Quality Act (CEQA) in accordance with Section 15061(b)(3) (Common Sense Exemption);
                    (2)    Appropriate $646,250 plus from Unappropriated General Fund fund balance to the Parks, Recreation and Community Services Fiscal Year 2021 operating budget;
                    (3)
   
Authorize the City Manager to expend an amount not-to-exceed $646,250, without Competitive Bidding pursuant to City Charter Section 1002(F), contracts for professional or unique services,
                    with various Pasadena food pantries and meal programs as described in the body of the agenda report;

                    (4)
   
If Great Plates Delivered is extended beyond the current end date of August 9, 2020, reaffirm and approve Pasadena’s participation at a cost of approximately $466,000 per month for meals for
                    235 older adults; and

It is recommended that the City Council:

    Find that the proposed action is not a project subject to California Environmental Quality Act (CEQA) as defined in Section 21065 and Section 15378 of the State CEQA Guidelines and, as such, no environmental document pursuant to CEQA is required for the project;

(2)
      Adopt a resolution of the City Council of the City of Pasadena calling a General Municipal Election of the City of Pasadena on Tuesday, November 3, 2020, for the submission of a Pasadena City Services Protection Measure;
