     NOTICE IS HEREBY GIVEN that a Special Workshop Meeting of the City Council 
will be held on Monday, January 29, 2001, beginning at 5:30 p.m. with a closed session 
item (in the Council Conference Room), and 6:30 p.m. in the City Council Chamber, 
Room 247, City Hall, Pasadena, to discuss the following:

4.     AUTHORIZATION TO APPLY FOR GRANTS FROM THE LOS ANGELES 
        COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (MTA) TO 
        SUPPLEMENT SR 710 MITIGATION FUNDING PROVIDED BY THE U.S. 
        CONGRESS BILL

        Recommendation of City Manager:

        (a) Adopt a resolution approving the submission of a grant application to MTA 
        for the local matching funds for federal mitigation funding provided by the U.S. 
        Congress Bill HR 5394 (Traffic Mitigation).

        (b) Authorize the City Manager to complete all materials associated with the 
        application and agreements for the acceptance of the MTA grants for the eight 
        identified projects.

5.     VIDEO PRESENTATION BY THE PARTNERSHIP FOR SCHOOL-AGE 
        CHILDREN REGARDING LOCAL AFTER SCHOOL PROGRAMS

6.     CONTRACT AWARD TO KENNETH EMANUELS AND ASSOCIATES FOR 
        STATE LEGISLATIVE ADVOCACY SERVICES

        Recommendation of City Manager: Authorize the City Manager to enter into a 
        contract with Kenneth Emanuels and Associates for State legislative advocacy 
        services for one year at a rate of $3,000 per month plus expenses not to exceed 
        $1,000. The proposed contract is exempt from competitive bidding pursuant to 
        City Charter Section 1002(F), contracts for professional or unique services.
