PROJECT TEAM

The City Hall project was led by an experienced team of professionals under the direction of the city manager, with expertise and leadership provided by the City Hall Restoration Oversight Committee.

City Staff Project Team: The city staff project team, under the supervision of  the director of public works, was a collaborative team of city experts in planning, design, management, construction, engineering and infrastructure which was involved in the day-to-day management of the planning & construction activities associated with the project.

ON-SITE CONSTRUCTION MANAGEMENT TEAM

Construction Manager:

DMJMH+N Management was hired by The City of Pasadena in 1999 to handle the
day-to-day construction management activities for the City of Pasadena. Robert Troutman, senior construction manager, has more than 22 years of extensive experience in construction management/engineering of seismic retrofit and historic restoration projects, including Los Angeles City Hall, Ninth Circuit Court of Appeals in San Francisco and the Salt Lake City and County Building. Mark Dubinsky, construction manager,  served in this capacity for the Los Angeles City Hall project and the historic rehabilitation of the Glendale Civic Auditorium.

Project Architect:

Architectural Resources Group (ARG) of San Francisco was selected by the City of Pasadena in the mid-1980s to design and complete rehabilitation of the west facing courtyard stair towers. ARG prepared the Historic Structure Report for City Hall and was hired through a competitive selection in 1999 as architect for the City Hall seismic retrofit and rehabilitation project. ARG, led by Bruce D. Judd FAIA has over 30 years of experience in historic preservation and meets the Secretary of the Interiorís historic preservation professional qualifications standards in architecture. Mr. Judd is a nationally recognized expert in historic preservation, a member of the Board of Trustees of the National Trust for Historic Preservation and an expert member of the Advisory Council on Historic Preservation. Mr. Gee Heckscher, project director of the design team, is experienced in seismic upgrade and preservation projects involving historic buildings, and has worked on the City Hall project for the last six years.  Susan McDonald, Project Architect/Manager, brings her experience in design and construction management, with the seismic retrofit and historic preservation of  Alameda (CA) City Hall (1997), a recipient of the California State Preservation Award.

Historic Preservation Architect/Monitor:

Historic Resources Group, LLC (HRG) of Los Angeles, led by Peyton Hall, FAIA, meets or exceeds the Secretary of the Interiorís criteria for historic architecture. HRG will develop a preservation protection plan for the project, review contract documents for Section 106 compliance in consultation with the California State Historic Preservation Office and develop procedures and protocols to implement Mitigation Monitoring Plan requirements pursuant to FEIR and NEPA requirements. The firm is currently monitoring the construction work in progress at The Gamble House in Pasadena.  Mr. Hall has served in a similar capacity on other historic rehabilitation projects, including Frank Lloyd Wrightís Barnsdall House in Hollywood and El Pueblo de Los Angeles Historic Monument.

Structural Engineer:

Forell and Elsesser
, the project's consulting structural engineer, has developed the engineering/seismic design for Pasadena City Hall building. The firm has extensive experience and competence in structurally retrofitting historic civic buildings. Their experience includes base isolation seismic mitigation work at San Francisco City Hall and Oakland City Hall and seismic evaluation and upgrade recommendations for the historic Henry M. Jackson Federal Building in Seattle.

Mechanical/Plumbing Engineers:

Glumac International Consulting Engineers, are the project's consulting mechanical and plumbing engineers, who will design the upgraded systems for City Hall.

Electrical Engineer:

F. W. Associates, Consulting Engineers, the project's consulting electrical engineers, designed the new, updated electrical systems for Pasadena City Hall.

Civil Engineer:

GKC Engineering Corporation, Arcadia, CA, is the project's civil engineer, responsible for the redesign and placement of the project's grading, drainage, sewer, water and storm drain systems.

Landscape Architect:

Melendrez Design Partners is responsible for renovation of the City Hall courtyard landscape while maintaining the stately oak trees currently on site. The team has broad experience in landscape architecture including various historic landscapes such as the Arroyo Seco Historical American Engineering Record; Casa Romantica Cultural Center, San Clemente; Griffith Park Master Plan and Griffith Park Observatory renovation, Los Angeles; Hacienda del Mar historic rehabilitation, Santa Monica and Marion Davies Estate community recreation feasibility study, Santa Monica.

Consulting Arborist:

Cy Carlberg, Consulting Arborist, is responsible for on-going monitoring, reports and all recommendations related to maintaining the health of all existing trees on the project site, including the courtyard oak trees.  She works directly with City staff and Clark Construction's arborist to ensure compliance with all city requirements associated with  safeguarding the project trees.  Ms. Carlberg is registered with the American Society of Consulting Arborists (ASCA) as a Consulting Arborist #405, and is a Certified Arborist #WE575A with the International Society of Arboriculture (ISA).

Contractor:

Clark Construction Group California LP brings a wide range of experience in base isolation seismic building retrofit and the renovation and rehabilitation of National Register-listed historic buildings including Los Angeles City Hall and the S.F. Earl Warren Building in the San Francisco Civic Center and renovation of the John A. Wilson Building, the Investment Building and the Omni Shoreham Hotel in Washington, D.C.
